The increased number of notices is due to the largely increased permanent Sanitary Staff. A Draughtsman in the office of the Sanitary Surveyor has been found necessary to keep the plans in that Officer's office up to date. The six clerks and four messengers and the rent of $1,500 under "Other Charges" are required for carrying on the District Offices which have been established in various parts of the City as a measure of de-centralisation to enable matters which need not come before the Board to be dealt with promptly under standing instructions. These District Offices were recommended by Professor Simpson and have been found most useful.

The total expenditure involved by these appointments, all of which I recommend should for the present be on the temporary establishment, and by the rent of the District Offices, mounts to $8,796. I propose, however, to strike out of the Estimates the provision for a Rinderpest Laboratory ($5,050) as it has been found impracticable to take any steps under the scheme for which this money has now been voted for two years, and 6 Scavengers and one Firman for the City Slaughterhouse, these men no longer being required. This will effect a saving of $5,722 and leave a balance of $3,074 to be provided for.

I may mention that the Sanitary Board asked for several additions to be made to the permanent establishment, none of which I have approved, in view of the recent large increases to that establishment and of the proposal to appoint a Sanitary Commissioner.
